YES. TEL3 is a prepaid service. You can sign up with your credit card or with your PayPal account to make a payment for the sign up amount. Then based on your usage, your account balance will be debited per minute.

TEL3 offers two plans. There is no difference in ANY PLAN in terms of features or the quality of the service - only the rates and the monthly fee change.
When you first sign up, you will get billed with the Intro Offer rates for the first 6 months no matter what.
Your plan will be changed to the Standard Plan automatically (no monthly fee). However, if you make calls frequently, we recommend you to change your Plan to the Premium Plan later so you can save more. You can change your Plan anytime either online or via phone.
Depending on your usage minutes, our Savings Simulator will show you the Best TEL3 Plan (Premium or Standard Plan) that you can save the most with after 6 months.

We gladly accept American Express, Discover, Visa, MasterCard, along with ATM debit cards that have a Visa or MasterCard logo. Furthermore, if you don't have a credit card, you can still sign up to TEL3 via PayPal. Please keep in mind that you will not be able to use our auto-recharge option when using PayPal. You need to simply log in to your account and recharge your account manually using your PayPal account. Currently TEL3 does not accept checks or money orders as a method of payment.

You are initially billed on your credit card when you sign up for the amount you choose. Then, if you chose our automatic recharge option, when your account reaches a $3.00 minimum balance the system will automatically recharge your credit card. You can set the recharge amount online. You also have the option to add credits to your account manually.

The information submitted on our web site is protected by the highest level of industry-standard SSL encryption. All of the credit card information received is then encrypted a second time and stored on our secure billing servers.
A Pin is created during the sign up process to protect your account information. It is only used when you are making calls from unregistered numbers or when you are logging into your online account for the first time.
We send out alerts based on your account activity (like recharges, credit card changes, etc) via E-mail. You will also receive promotional (recharge coupons) E-mails.

You can tell your friends to enter your account number (usually your phone number) in the Referral Code section during sign up. Both of you will get free minutes.

All links and referral codes are tracked by TEL3’s system so you get the credit when your friends join TEL3.
